We just got flooded here in Montreal and this seems to be a wonderful solution as every year the rain storms are getting worse. My question for the 3-foot height, do we have to cut the sheetrock at 36 inches or at 33 inches which seems to be the closest board height?

If you have not yet cut the sheetrock, make sure you make it a nice clean cut. Don't use knifes or some sort of hand saw. It leaves too many jagged edges and you will spend more time trying to fix those. A decent oscillating tool is very helpful here. I think some use angle grinders but personally I feel they create too much dust.!
Sorry to hear about your troubles. Pretty much everyone in NJ got flooded in 2021 during Hurricane Ida, so you are in "good company" so to say. You cut the sheetrock back to 36". You will then leave a 3" gap at the bottom before you mount the baseboard. This will let you test the wall cavity without having to remove the panels. It has come in handy for several of our customers that had water issues since, some just thought that maybe they had water issues, so that was a convenient way to check.
